A new urban district redefining the future of Bogota.
Ciudad Central Cafam Floresta is envisioned as the creation of a new and unique urban destination in Bogota, transforming a historic site into a contemporary district that responds to the city’s evolving needs. Located in the northwestern sector of the capital, the project redefines the role of Cafam Floresta within a context marked by strong metropolitan connectivity and consolidated neighbourhoods.
Through a carefully structured masterplan, the project integrates public space, mixed uses and phased development to establish a new urban core that enhances everyday life and strengthens its role within Bogota’s urban network.
For more than five decades, Cafam Floresta has been a key urban landmark in Bogota and a living witness to the evolution of its surroundings.
Today, this emblematic site enters a new cycle with Ciudad Central Cafam Floresta, repositioning Cafam Floresta as a contemporary urban district with a renewed metropolitan role.
Designed to strengthen social, cultural, economic and environmental wellbeing, Ciudad Central brings together services, activities and experiences within a contemporary urban framework, establishing itself as a vibrant metropolitan destination and a reference point for twenty-first-century urban activation.
A strategic transformation in northwestern Bogota
Located in northwestern Bogota, within a consolidated urban area shaped by major mobility corridors, residential neighbourhoods and commercial hubs, Ciudad Central Cafam Floresta responds to a context defined by fragmented public space, mono-functional land uses and limited urban continuity. At the same time, the area presents significant opportunities due to its metropolitan accessibility, existing services and central position within the city’s network of destinations. With a scale comparable to other large urban renewal projects in the capital, the project positions itself as a new urban core capable of reorganising activity, flows and public life at both local and citywide levels.
An open framework that reconnects the city
The project is developed within the Urban Regeneration Development Plan for Cafam Floresta, covering a total area of 9.83 hectares, with 7.86 hectares of effective urban land development. The urban framework establishes a permeable and legible structure based on public space, pedestrian axes, urban gateways and clearly defined nodes, allowing the masterplan to function as an open piece
of city that reconnects surrounding neighbourhoods while organising buildings, programmes and mobility in a coherent and flexible system.
The project is guided by a set of key urban development strategies that prioritise mixed uses, active frontages, continuous public space and programmatic diversity. Retail, services, offices, culture, health and leisure are intentionally interwoven to generate constant activity throughout the day, avoiding mono-functional zones and reinforcing the district as a dynamic, adaptable and resilient urban environment aligned with Bogota’s contemporary development goals.
Ciudad Central Cafam Floresta is implemented through three complementary development phases, each with a distinct role within the overall district.
Phase 1 establishes a services hub, integrating health facilities, offices, everyday commerce and essential urban services.
Phase 2 consolidates a commercial urban core, expanding retail, workspaces and active ground-floor uses to intensify daily urban life.
Phase 3 introduces a focus on art, culture and wellbeing, incorporating spaces for events, wellness, leisure and collective activities. Together, the phases ensure that the district is active, functional and socially relevant from the first stage onward.
Public space as the stage of everyday urban life
At the human scale, Ciudad Central Cafam Floresta is experienced through a network of plazas, shaded boulevards, atriums and pedestrian streets that structure movement and social interaction. The design prioritises walkability, comfort and visual continuity, offering spaces to meet, stay, work, shop and participate in cultural life. This urban experience transforms the project into a lived piece of city, where architecture and public space together support a vibrant and inclusive daily life.
As a whole, Ciudad Central Cafam Floresta becomes a new epicentre of urban activity in Bogota, upgrading a historically significant site into a contemporary urban district. By combining scale, mixed uses, public space and phased development, the project acts as a catalyst for urban renewal, reinforcing the city’s network of centralities and contributing a long-term, adaptable and human-centred model of urban development.
