The rebirth of the South: A Central City Park as a catalyst for quarry restoration.
Reverdecer del Sur redevelops a decommissioned quarry in the south of Bogota, envisioning a greener future for the city and a new central metropolitan park around which urban development can be anchored.
Characterised by accessible community services, integration with high-tech and traditional industries and a flexible commercial and mixed-use strategy, Reverdecer del Sur envisions a vibrant, compact and self-sustaining series of neighbourhoods based on the 20-minute City principles.
Reverdecer del Sur uses the Rio Tunjuelo as its organising spine, realigning and framing it to unlock continuous public access, stronger environmental performance and a clearer park identity.
Around this backbone, the project stitches together complementary landscapes and programmes—ecology and reserve, culture and art, sports and leisure, education and development and spaces of memory—so the park can work as a daily civic ground as well as a long-term resilience system.
A Centrality in the city’s largest Urban Void
The intervention creates a new centrality inserted into what could be called the largest urban void of Bogota’s south—an area marked by environmental, social and economic lag. The project’s positioning is explicit: it seeks to reorder and revitalise the territory through sustainable development, anchored by the restoration of the Tunjuelo River and the creation of a structuring park system that connects to broader city infrastructures (including major avenues and metropolitan links).
Permeability and Legibility, 360°
The plan is organised around a clear design logic: the Tunjuelo River + a central park system become the project’s spine, while a network of green corridors and public-space links stitches edges together and creates “360° connections”. The masterplan prioritises public realm as a new civic currency—an armature that supports mixed urban fabrics, new neighbourhoods and recognisable districts. The result is an urban form where landscape, mobility and built fronts operate as one integrated system rather than separate layers.
Reverdecer del Sur is structured as a 422 Ha operation that combines environmental recovery with urban development and renewal. The key components are: the river channel + buffer/ronda, a Tunjuelo structuring park and differentiated areas for development and renewal, supported by a public-goods framework that includes local roads, park cessions and designated land for Community Facilities, both at local and metropolitan level. Housing delivery is indicated at roughly ~53,000 dwellings, with a strong emphasis on Affordable Housing, complemented by centrality uses and other mixed urban activities.
The project’s public-realm promise is direct: it aims to create new, memorable urban experiences through a network of attractive, safe and accessible public spaces—at both metropolitan and neighbourhood scales. Streets and parks are treated as social infrastructure: an “avenue-park” condition, active edges and multi-scale recreation support daily life while strengthening identity and belonging. The park is not only ecological restoration; it is also a platform for culture, sport, education and care-related facilities, shaping a shared civic ground for the south of the city.
A New Social and Environmental Contract for the 21st century
Reverdecer del Sur frames its impact as a city-making project: it links ecological repair with social opportunity, aiming to transform the south into a place that generates health, identity, jobs and long-term value. The core value proposition is integration—between environmental systems, mobility, services and mixed-use urban life—so that the park-river structure becomes a catalyst for equitable development rather than a boundary. It creates a narrative that circles around the idea of new urban memories: a durable civic landscape that rebalances the city of Bogota through a more inclusive and sustainable model of urbanisation.
